Board of Directors List

Ms. Harris works for the City of Craig and runs her own massage business.  Janette previously served successfully as a CBC term as Board Treasurer.  Janette has previous served as a Board member at the Senior Social Center of Craig.

Mrs. Miller joined the board in 2026. Although a regular visitor to Craig for the past 20 years, Candace relocated to Craig with her family in 2020. Her husband, a Craig native, is also heavily involved in the community. Candace currently serves Moffat County as the Planning and Zoning Director and also manages the Craig-Moffat Airport. A regular customer at the CBC, Candace looks forward to supporting its continued growth and community involvement.

Ms. Lopez joined the CBC Board in 2025, and she works for Rocky Mountain Health Plans.  Ruth is originally from Puerto Rico, where she excelled as a resort manager and taking care of patrons.  She is deeply passionate about serving her community, especially when it comes to building stronger connections within it. One of her goals for the community she serves is to bridge communication gaps and connect individuals and families with the resources available to them in our counties.  Empowering the Latin community with knowledge and access to available tools, she believes we can help foster sustainable, productive, and fulfilling lives for all members of our diverse community.  She is a proud mother of four who cherishes road trips and quality time with her family.  In her spare moments, she enjoys reading and occasionally binge-watching a good show—though those quiet moments are rare!

Mrs. Craig works for Routt County Department of Human Services. Charity joined the Community Budget Center Board in January 2026. Charity previously worked for a non-profit organization and enjoys giving back to the community. Charity and her daughter Quinn have volunteered at TEFAP, United Way Day of Caring and in County Living annual Trash Tag. In her free time she enjoys spending time with her husband and daughter.

Ms. Voloshin has been a dedicated Community Budget Center Board member, serving as both President and Vice President over the years.  As an active retiree, she is committed to community building.  Her efforts include revitalizing The Luttrell Barn, where she has successfully written grants and managed event marketing.  In addition, Delaine has been an active member of the Senior Social Center and worked toward developing events, activities and bringing seniors together.

Ms. Schmedeke is a founding member of the Community Budget Center Board.  She volunteers weekly to support processing donations for the thrift store.  Her husband, Larry, volunteers as a driver for the Heartfelt Destinations program, providing free rides for medical and nutritional needs.  Both Elise and Larry are retirees of Tri-State’s Craig Station
